Is there a program that can be installed on XP that blocks other programs (not spyware) from being installed?

I want an easy and free solution so that I can block a program from ever being used on my computer. Any simple and free solution would be appreciated. Thanks

What i would recommend is that you create a new user account, without administrative privileges which is known as a limited user account so that way programs won’t be able to be installed unless you were to use an administrative account.
