Computer screwed up, virus?

Alright, my little brother… that dipsh*t
i dont know what he did, but he left the house in a hurry without saying a word. Alright, so you turn on the computer, and instead of the desktop picture you got this.
YOUR SYSTEM IS INFECTED
System has been stopped due to a serious malfunction. Spyware activity has been detected.
It is recommeded (yes, it says recommeded, mispelled on the thing, which leads me to believe that this is part of a fake anti virus program that has been downloaded) to use spyware removal tool to prevent data loss. Do not use the computer before all spyware removed.
Alright, and if the system is really stopped i dont know how i would be on this writing all of this.
So, there are new programs on my desktop to. Antiviruspro2010 and Windows police pro. Neither of which i can open. I cant uninstal, or even go on control panel to get rid of them, so please help me out here
