I have a blue wallpaper on my desktop that says “Warning, spyware has been detected on your computer”.

I used to have the problem with the Window-eating black bug “screensaver” but I searched in my hard drives and found the file “blackster” and i deleted it. But thats not my problem. My problem is I went to my display options to delete the blue “Warning!! Spyware detected on computer! Install an antivirus or spyware remover!” wallpaper and it said “ctfmonb”. I searched it on my hard drives and found it and deleted it. But for some reason, it is still my desktop background. When i try to set a new wallpaper by right clicking on a picture and selecting “Set As Background” , it says “This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.” I ran SUPERAntiSpyware but that didn’t get rid of it either. I need help!
