Total secure 2009 spyware?

Tried to download something for my dad on his computer, and now i’m getting all kinds of popups about how my computer is infected with spyware, and I need to “buy this software” to get rid of it. I’ve been scanning with several different antivirus programs, and I can’t get rid of this thing called Total Secure 2009. It’s disabled the task manager so I can’t shut it down, it’s not in the add/remove programs section so I can’t delete it.
I’ve been trying to restart the computer in safe mode and do a system restore, but for some reason, when I hit F8 when I restart the computer, nothing happens. Can’t get into safe mode. I am so clueless. Feel like i’ve tried everything to get rid of this spyware/virus and it keeps coming back. Anybody have any ideas? Please!

can you connect to the internet?if you can then download malwarebytes anti-malware http://malwarebytes.org/ and run a full scan.then download avast http://www.avast.com/ and schedule a boot time scan.hope this works
