My computers gone mad! HELP!!! Bugs, Blue desktop, pop ups!?

Yesterday when I turned my computer on, I found that my desktop had turned blue, with a message on it saying “Warning! Spyware detected on your computer! Install an antivirus or spyware remover to clean your computer.” There were also bugs crawling round my screen, leaving a trail of blue where it goes. But once you move the mouse they go. Initially there were all these Norton Popups sayng things like e-mail spam or something like that. The popups stopped, and I ran Norton, It foound 3 Dialer.Generic things, an “Adware.Starware” and a “Bloodhound.Sonar.1″ The problem returned today when I went on a different user and the blue desktop returned with the bugs, not the popups though. I looked on properties for the name of the background and it said “cftmonb”. SOMEBODY PLEASE HELP ME!!!
