Spyware detected background, options disabled?

When I clicked something it changed my background to this: http://i33.tinypic.com/2md2x36.gif and I went to change it back and I noticed (as you can see from the bottom right) it disabled tabs so I can’t change my screen saver and wallpaper. I then went to do a system restore and all the system restore dates were removed. After doing a boot scan, it’s still doing this.. I’m running CCleaner but I don’t know if that’ll work. Does anyone know what this is? And do you know how I can enable the options it disabled?
