Does the weather Channel Desktop have spyware or viruses and why can’t I uninstall it?

I can’t uninstall the weather chanell desktop and it keeps adding toolbars like the dealio toolbar I don’t know how I got rid of the dealio toolbar does all weather channels have spyware on them I tried weather bug a couple years ago and it had a lot of spyware on it . the greedy bastards must own an oil company.

go to safe-mode first or

tried deleting the folder through program files folder
