How should I clean up a XP pc that is so infected, it can’t get online?

My brother’s pc can boot and all, and we can look at files and pics and use word and all, but it acts very strange, files reappear and disappear we can’t uninstall programs from add/remove programs etc… It seems the viruses are keeping him from getting online…maybe a hijacker. How would you clean this pc up? Should I download anti-spyware/virus to cd’s on a healthy pc and then run them on his pc? Which ones do you suggest?
AVG? Spysweeper? Spybot? I even thought about deleting unfamiliar files, but I am sorta not very experienced at that…and much afraid of reinstalling windows….and his system restore is unusable…

I would download the installers, then put them on a flash drive or CD.

I actually doubt that it is actually a virus. It is probably a problem with his network connections.
