i need to reformat my computer, or something of the sort?

my computer has been taken over by a virus of some sort. it deprives me of downloading anti-virus/anti-spyware, or anything that can help get rid of harmful materials on my computer. it has somehow deleted all of my restore points before the virus, so i cant do system restore. and i have no clue where my boot disk is, and dont know where to get another. can you help?
im really tight on cash right now.

It seems that you have gotten yourself a resilient virus. Probably downloaded the wrong thing.

You need a format + fresh install of your windows.

Format:
restart your computer and press F8 before you see the windows logo.
Select “command prompt only”
Type “format c:” (without quotes)

Install:
Insert a bootable windows CD.
Then reboot.
If your computer fails to recognize the CD, it’s due to two possible reasons:
- you need to set your CD-rom drive as bootable in your BIOS
- the CD is a non-bootable windows CD. Get yourself a bootable one from a friend and try again.

After installing your windows, the first thing you need to do is to get youself a good anti-virus program (www.avg.com), install it and run a complete scan.
