What is the best pop-up free?

I get pop from IE and Foxfire. They keep poping and I'm even using a Pop-Up Stopper Free. I ran Spybot, Adware, and others. I ran Norton and they still keep up. Any help would be great. Thank you! These pop-ups happening when no browser is enabled, Internet Explorer or Foxfire. I used the pop on IE 7 and it still has no effect. I use Spybot, Adware and seeking and adware and keep ads highjacks page poping up. Is there a program that will block all of these to?
