How do I get rid of incessant popups which are the result of a virus?

I’ve tried every virus scan/program imaginable. They all find things in HIGH numbers (56,000 in one scan alone) ranging from spyware, to adware, to malware, to trojans, and delete them, but the popups aren’t stopping. I run Windows XP on a Dell PC and use Firefox and Internet Explorer, both with popup blockers turned on.
