Help! I have Advanced Virus Remover pop ups all over my computer screen.?

Recently PErsonal Guard 2009 pop ups have been appearing as well. Whenever i try to scan for anything, its not long until the computer shuts down and a blue screen with writing saying ” Windows has shut down to prevent further damage to your pc” appears. I cant scan for any spyware or transfer any files to cd. Heck i cant even restart in safe mode. Am I screwed? Please say it aint so. If so, these people making these programs ought to be locked up the the key blown up! It just frustrates me that people get away with destroying other peoples computers!!!!!! Can anyone help me?

To Remove Advanced Virus Remover pop ups. Restart You computer Safe Mode with Networking:

1.Log out and reboot your machine.
2.When the machine starts the reboot sequence, press the F8 key repeatedly.
3.Select Safe Mode with Networking from the resulting menu.
4. Login. If the malware has changed your password, try logging in as Administrator. By default, Administrator has no password.
5.The machine will continue booting, but the Windows desktop will look different.
